You’ll bring your functional expertise to the ERP personnel action area, partner with stakeholders on policy and system requirements, and help maintain solutions that work reliably in an environment governed by multiple regulations and bargaining contracts.

About The Role

This position is part of the State of Illinois Innovation and Technology organization. You’ll serve as a functional expert for Personnel Actions within the ERP environment, supporting end-to-end HR transaction needs for agencies and internal customers.

What You’ll Do

In this role, you’ll combine ERP functional knowledge with deep understanding of HR operations to deliver accurate, compliant, and efficient personnel action processing.

  • Own functional expertise for Personnel Actions within the ERP system, ensuring transactions are configured and processed correctly according to policy and contract requirements.
  • Translate business and HR requirements into system needs—working with stakeholders to clarify rules, dependencies, and expected outcomes.
  • Support complex HR transaction scenarios that may involve eligibility, effective dates, approvals, documentation requirements, and contract-specific rules.
  • Collaborate across teams (HR, agency representatives, technical teams, and leadership) to align business processes with system functionality.
  • Analyze and resolve functional issues related to personnel action processing, including root cause investigation and corrective recommendations.
  • Maintain compliance and consistency across agencies where employees are governed by multiple regulations and bargaining contracts.
  • Participate in testing and validation for functional changes—ensuring system behavior matches business intent and HR operational needs.
  • Document functional workflows and decision rules so teams can operate with clarity and confidence.
  • Support continuous improvement by identifying process gaps, proposing enhancements, and helping implement changes that reduce errors and rework.

What We’re Looking For

We’re seeking a functional ERP professional who understands how to manage HR transaction complexity in regulated environments. You should be comfortable working through ambiguous requirements and turning them into clear system outcomes.

  • Strong ERP functional experience with Personnel Actions or closely related HR transaction processing.
  • Experience in a complex organization where employees are governed by multiple regulations and bargaining contracts.
  • Ability to interpret and apply policy/contract rules to real-world HR scenarios and system behavior.
  • Proven analytical skills to troubleshoot functional issues, evaluate impacts, and recommend practical solutions.
  • Excellent stakeholder communication—you can explain requirements, confirm understanding, and drive alignment across groups.
  • Comfort with documentation and process clarity, including workflow descriptions and functional rule records.
  • Experience supporting testing and validation for functional changes (including user acceptance support where applicable).
  • Professional maturity and reliability—HR transactions are mission-critical, and accuracy matters.
